Lb7 engine cranks but will not start

Finally got my "flood damaged" truck ready to see if the engine will run. The engine will crank but will not start. I have a GM service manual that shows the steps for a CRANK-NO START symptom but I am going to have to find a good scan tool to use for some of them and learn the locations of some of the sensors that it mentions.

No codes are showing on my BASIC scan tool!

If anyone has any basic suggestions, I greatly appreciated them!

Here's what Ive gathered so far:
“Try priming your filter. You'll have to loosen a black plastic screw sitting on top of the filter housing then press down on the big plunger next to that black screw, keep 'plunging' it until fuel runs out from where the black plastic screw is, then tighten that screw back up. By the way, don't remove that black screw, just loosen it.” Dont know if this will tell me anything other than if the filter is getting fuel?

all that is really telling you is how to prime your fuel system. Do you think it is electrical ?

Do a compression check and see if there is compression. Crack a fuel line and see if there is fuel. And make sure no electrical issues considering these trucks are very sensitive.

I know its simple, but you have gone through all the relays, fuses, and ruled that it is actually getting fuel to the cylinders ?

Hit the Schrader valve and see if fuel comes out. I know when I had my injectors done last time it took me cranking and my buddy priming the filter to get the truck to fire. Takes a good amount of fuel to fill the filter and rails.

It could be a thousand things when I had that problem it was the flywheel, some teeth were bad it had to spin to the good teeth to start.

Here's where I'm at now:

1. Showed P1631 Code-Anti Theft Code at cranking. We deleted it and then tried to crank again and it still showed up. Attempted to reprogram the anti-theft system but haven't gotten to use my friends scanner again to see if its cleared yet. I've got to get this cleared because I believe it cuts the fuel to the injectors if this code is showing. **FIXED**

2. Truck is cranking really slow and pulling the voltage gauge down towards 9 when I try to crank the engine. Installed a brand new pass batery and rebuilt starter today from O'Riellys and it helped a little bit but not much. The old starter was showing some age! **FIXED**
