Just refilled the power steering fluid on my truck but the wheel is still hard to turn and it makes a wining noise on sharp corners

Few things will help that:

1) Flush the hydrobost / Power Steering system with synthetic fluid (amsoil, redline, etc)
2) Add a power steering cooler (GM P/N 10385584)
3) 3/8" magnafine filter between cooler and P/S pump return

Do the items I suggested above and if it still doesn't improve your P/S pump is probably toast.

The pressure valve sticks because the fluid overheats as mentioned above.

I used Lucas as well, it improved it greatly and the slight noise I had is gone.
