Unhappy Bulldog PMT Won't Down Load Program

I have an 03 Duramax that I bought used a couple of years ago. To the best of my knowledge it is stock. I got a Bulldog PMT (40300) and it will not down load the program. It reads the VIN, the gauges work and I have no after market equipment plugged in when I attempt the down load. I tested it on a Ford and it worked as designed. I then put the Ford back to stock but still no luck. I have seen some guys with same problem with other brands of programers and they even had their trucks at the dealer and flashed the PCM just in case there was a problem which all reported the dealer had no problem with yet they still could not communicate with the truck. Everything works and operates as designed in the truck and the fuses I have checked all seem good. I have followed the directions about which fuses to pull and even have pulled others as well as tried it with pulling no fuses. I checked the power on the ODBII (A.K.A. DLC) and the ground pins and all appear good. Since pin 2 on the DLC is the only communication line on that connector and it does retreive the VIN number I am assuming that line is good as well. Is it possible that the bullydog PMT just is not compatible with the 03 duramax? I have also tried it with making sure the seat belt light is off (driver side seat belt fastened), the windows are up and/or down, the emergency brake is set and doors are closed. This truck does not have on-star. What I am also wonder is, I have seen alot of special things that have to be done in order for this brand and other brands of programmers to work on various years of the Duramax, so is there just something about this year/model that is unique that must be done in order for the progam to down load. Any suggestions or help would be appreciated. Thanks.
