04 c5500 6.6lly no start

Hi we have an 04 c5500 6.6 lly with a no start. Cust. brought in with hard starting, he tried to change glow plugs and broke some. We R+R engine and drilled out. Reinstalled engine to a no start. Found broken wire on pcm connector. Repaired and got running. Road test produces code p1093. Shut engine off and won't restart. Replaced fuel pump due to lack of pressure. Also replaced regulator and check valve in lr fuel rail. Ran yesterday and today won't start. Not enough fuel
pressure.

Tried shimming relief valve didn't help. However I checked for suction while cranking, first at the back of the engine, nothing. next at the filter inlet then outlet still nothing. Next at ficm still nothing, finally at port at pump and still nothing, have to assume either gear is slipping or pump is faulty. Also tried to start before this with reg on pump electrically disconnected.

Filter housing.. Or maybe a slight leak from the pressure sensor
