05 lly no start just did head gaskets

Just got everything back together truck will start with propane but not on its own codes that come up are P1094 fuel rail low wheel idle or fuel cut and P0087 FRP too low , the rail pressure desired is around 30 but its only making 15 just wondering where I should start to get it running right, did a fuel filter head rebuild while out shimed the fprv checked that and it is still in tact ,there is no fuel in the oil ether, don't know if its air in the system or what but let me know what everyone thinks, been waiting too long for her not to run.. any questions or comments further I will have my phone on me..thanks in advance everyone!

On the back of the fuel rail- pull the hose from the fuel rail nipple and plug the hose-! Now crank the engine and if ANY fuel at all comes from the rail nipple-- the FPRV that you shimed is leaking fuel, and lowering the rail pressure.

First what units is that fuel pressure in? kpsi? Mpa? other?

Few things to check:

1) Make sure your FPR is plugged in
2) Make sure your rail pressure sensor is plugged in
3) Check your return hose off the FPRV to be sure it's holding (bottle test)

FPRV was not holding replaced and truck is up and running!
Sorry for the wait been hectic around here, everything is all set though and just coated the frame after a good cleaning and i'm just bout ready for winter!
I wanna say the Modis default is MPA for rail pressure,
