It is an old tech service bulletin that GM laid out for overheating LLY's. The impact is very minimal, and is not worth the trouble IMO. You have to demonstrate that you have an overheat problem, its not a simple giveaway, and there is computer code changes involved, many have complained of lower power output after the flash.
