My belief is that the LLY has a different CARB standard than the LBZ, emissions certified to different requirements. Besides some tuning changes to the ECM, there are no other differences.
MIne is a 06 lly and it was rated 310 hp but does have a six speed everything that I have bought for mine is the same as the lbz. Also the changes of routings for the intercooler and stuff are the same on mine as the lbz

The look of everything under the hood is exactly the same as my buddies LBZ. I don't see what the big deal would be.
The straight answer is, the dealer will never do this for you. To be honest, none of them even know how. Even if they did know how, they would technically be commiting a "clean air act" federal offense. (don't ask).
I am not a dealer, but my basic understanding is that the VIN controls the PN of the tune components that the vehicle recieves per GM spec. If they used an LBZ VIN, then you might be able to do a flash with the right components. They probably also risk damaging something.
HOWEVER, with EFILive, you can put the LBZ parameters into the LLY very easily, then you have essentially identical vehicles. I have done this.

That is correct everything is vin driven, and those guys get scared shi$less when thay are crossing lines like that I have seen a few PCM's locked up and then who's to blame?
