Steering wheel/power steering line noise

I have a 2006 Chevy 2500HD CC SB with 146,000 miles & there is a noise in the steering wheel when you turn right or left. So I have replaced the steering pump & the ISS & this noise has not gone away. You can grab the return line from the steering pump to the steering gear & it vibrates like crazy. Maybe it's the line? It's driving me crazy!!!! I have attached a video of the noise.
