I've never seen one of those indicators actually work. Brand new filter to totally plugged, the gauge never moves. Probably save a buck and just plug the hole.
I've seen them work, but by the time the get to about half scale the performance difference in the vehicle is considerably less. Mostly landscape companies load up the filters quickly.
Check for any intake leaks to be safe. Doesnt take much of a leak to keep the suction low. Those gauges are supposed to lock when they are sucked in. Wipe the end off and give it a quick suck job and see if it locks in position. Ive had the locks fail on big trucks and the setting goes back to zero restriction when the suction is gone. Like others have stated, by the time that gauge says to service the filter, you would have noticed a significant loss in power. Personally I would change the filter if the gauge got to even half scale.
