I live in Boise, Idaho which is in Ada county. From what I hear it is the ONLY county in Idaho that requires emissions testing. Florida was the same way before 1996. Tampa (Hillsborough county) was the only county to require smog testing on cars. In '96 they did away with smog testing all together, statewide. One of the VERY few reasons I miss FL.
