| How many miles are on it? did you check the trans fluid? Is it burnt? Either way you might want to look into getting the fluid and both filters changed.
The allisons are known to whine like ob_1jr said. The down shifting your feeling is also normal. It should really only do alot when the truck is loaded. The allison is designed to down shift and slow thje truck down instead of using extra braking. There first time I noticed it is when I was hauling a skid steer with a trailer that had junk hydro brakes. I was driving and had to stop for a sudden red light. I thought I was going to sail through it. I jammed the brakes and the allsion down shifted. Very cool!
