at 6000 ft elevation, a boost controller on top of (any) tune that adjust vane maximums, will toast the turbo in about 30 seconds of use. The placard speed limit is 116,000 rpm. These conditions will expose the turbo to 200,000 rpm. This applies to the LLY.

To answer your question, the issue is fixed with an INDUCTION OVERHAUL KIT. You won't know what 31 psi really feels like until you do this project.
