| In some sense the sleeve will serve the same as the nut, i would want it there but i dont think it will cause you any problem with out it other than the sleev covering less of the tie rod! Ive run ito problems with them threading tight on trucks that have been under coated and not getting it all off the rod befor installing the sleeve!
