It is not recommended that you fill the filter with fuel, because it is un-filtered and any debris will go directly into the CP3 pump and injectors.
On the filter there is a tall primer button -- looks like a small juice can. Next to that is a plastic screw-- loosen the screw a couple turns- then pump the the primer (will take 50 ot more pumps) until diesel comes out. tighten the screw and pump the primer until hard.
I would repeat a couple times because there is so much air.
Crank the engine for a minute- pump the primer- crank the engine- (Do not crank the engine for long periods of time or the stsrter will overheat) Someone could pump the primer while cranking also. Do not use starter fluid
