You can go to
EFILive: Digital Tools for Onboard Vehicle Electronics and it will have a list of supported vehicles, but yes a lot of the gm engines can be tuned with it.
Right now you still have to have the laptop for changing tunes also, but when they get done with all of updates then the laptop will mostly just be for the data storage, tune writing, and data logging. Once your tunes are loaded and you are statified with them you will only need the V2 to change tunes.
