hard start 2003 duramax

We have hard start 2003 duramax during warm only, will start ok cold engine and hot engine ,partially warm engine let run 15 minutes,sit for 30 minutes will crank no start,rail psi will only build to 800kpa, has had new fuel filter and housing, along with new injection pump, fuel is 36api,you have to prime plunger on filter housing to get started, we installed a clear line between filter and fuel injection control module,no bubbles seen, you can ramp fuel rail psi to 20,000 no problem when truck does start.no codes stored concern is intermittant, we have already dropped tank and found no debris /algea installed new fuel.
