It desires 23,061, but my rail only sees about 10,500 at 100% throttle.

He doesn't have a lift pump, so how could that be the problem?
Something is wrong with the CP3. I'm not a CP3 wizard so I cant tell you what exactly. My guess would be a bad pressure regulator. Or the plunger is sticking.

The First Law of Thermodynamics states that energy can neither be created nor destroyed... unless it meets Chuck Norris.
10k psi at 1900µs isn't right. Stock fuel systems will do that all day long.
Check your tune and make sure it is commanding 180MPa and not 80MPa. lol.
You shouldn't drain the rail with that low of a pulse.
That's what I was thinking.
I ran a tune with the stock ipw, i think it 1450us, and the pressure at it's lowest at full throttle was 16,000, then started to climb up to 20,000 (commanding 21,000)

If changing the fuel filter and cleaning the lines doesn't work, I guess i need a new CP3, is it worth my money to go ahead and get a modded one? Will a modded one work well without a lift pump?

I wouldnt mess with blowing out the lines. A filter change is always a good idea though. With 175,000 a new cp3 is a good idea and the modded ones out there are worth the $$ IMO.
