Fuel filter leak

I have an 03 2500 HD Duramax. It has just developed a starting problem. I can pump up the fuel filter primer and there is a leak from the plastic fitting on the bottom. The truck will then start and run fine. When it sits for any length of time, I have to do this all over.

Do I need a new filter? Is this fitting built into the filter or does it get swapped over each time the filter is changed?

That is most likely the water in fuel sensor, Isn't there a rubber washer that goes on that? Could be as simple as that was forgot to be put back on, or you may need to get a new sensor for the filter. Yes, it gets removed/replaced during every fuel filter change.
