Reasons:: A Bulge Can Occur in the Lower Sidewall on the
White Sidewall Which Indicates the Existence of a
Separation Between Two Lower Sidewall Components.

The first pic looks like a honda Rim but the second is a trailblazer. I had a set of BFGs do that to me but the tire shop put 60psi in a passenger class tire (32psi)

Summary:
PRO COMP IS RECALLING 1,206 LOAD RANGE E TIRES, SIZE LT265/75R16, PRODUCED BETWEEN DECEMBER 2, 2007 AND JANUARY 12, 2008. THESE TIRES FAIL TO CONFORM TO THE REQUIREMENTS OF FEDERAL MOTOR VEHICLE SAFETY STANDARD NO. 139, "NEW PNEUMATIC RADIAL TIRES FOR LIGHT VEHICLES." AFTER TESTING, A BULGE CAN OCCUR IN THE LOWER SIDEWALL ON THE WHITE SIDEWALL SIDE WHICH INDICATES THE EXISTENCE OF A SEPARATION BETWEEN TWO LOWER SIDEWALL COMPONENTS.

Consequence:
THIS CONDITION COULD RESULT IN A VEHICLE CRASH.

Remedy:
PRO COMP IS WORKING WITH COOPER TIRE TO NOTIFY OWNERS. THE AFFECTED TIRES WILL BE REPLACED FREE OF CHARGE. THE RECALL IS EXPECTED TO BEGIN DURING APRIL 2008. OWNERS MAY CONTACT COOPER TIRE CUSTOMER RELATIONS TOLL-FREE AT 800-854-6288 OR PRO COMP AT 1-866-232-0665.

Exclamation Lots of reasons....

I have seen the wires break on the sidewalls^^looks like that.The support is gone and all that's holdin is the rubber!!!As stated above^Angelic1] this can happen from real bad potholes and rubbing curbs etc. In this case^^DAMN,,I would have to say=Faulty sidewall wires,then the tire swells,giving you a surprise at a untimely moment!!!
