S10 low speed anti lock brake activation

My sons 2001 ZR2 is having some brake issues. The ABS light has been on for quite a few months. We didn’t really look into until recently and found both of his speed sensor wires were cut. Not sure how that happened but guessing vandals. We replaced both sensors and now the anti lock brakes are activating at low speed. I have looked into the issue and have only found that the spacing is too much or bad wire. Well we had to shim them to make sure they didn’t touch and just took them up one shim at a time. The wires are new. The hubs had been replaced prior to the wires being cut. And the anti lock module was also replaced at that time.
Any one have any other ideas? Does it sound like maybe the hub may be bad? Or the module again? Really do not want to take it to a mechanic again as hubs and module were way too much!

Have your truck scanned for codes with a scanner that will 'see' the EBCM/braking system. Most auto parts stores have such scanners. This should help to determine your problem.
