It's been a good while since I messed with the parking brakes on these trucks, but I think you can change them without taking the hub off.

But, if you're doing the carrier bearings, pinion bearings and seal, you will have to pull the axles. And I do not see the axle flange gaskets in that kit

You are correct that the axles have to come out, and there are axle gaskets where the axles come off the axle hub. But then that hub will come off the axle tube as well, making the end of the axle tube like a spindle. There is an inner seal for where it seals on the inside of the hub to the spindle, and the hub has an inner and outer bearing in it as well. If you're doing a complete rebuild of the rear end, you might as well do those axles and seals as well.

You can change the brakes on the rear without taking the hubs off-and not have to change the inner seals or bearings for them.

Looking at that kit, it looks to me like its just differential parts. I don't see the hub seals and bearings in that kit. I never have looked for a fully complete kit for a rear end rebuild, but the pictures on XDP's website don't appear to show the larger seals where the hub goes on the axle tube
