Like posted, chips and downloaders have the potential to increase mileage. Major thing is to keep your foot out of it.
Exhaust helps more when you have more power. The more power you make, the more gasses you need to exhauts, so you see minimal gains at stock power but it does moe for you as you increase power. If you tow alot I would say exhaust is first thing to do to the truck.
