Is this fan pully bracket bolt a sear bolt?

I'm assuming you mean a shear bolt meant to break when it is stressed too much? No, it is not a shear bolt. Someone has SEVERELY overtightened and stretched that bolt. Is that one that bolts the fan hub and bracket to the engine I'm assuming by your question?

Yes it's one of the fan hub bracket bolts.

I ordered three new ones from GMParts. 7-10 days to get from the manufacture and then couple days to get them to me.

No one in California has them in stock.

I compared the three bolts and they are all over torqued.

I believe any grade 5 bolt would of worked, I get my better grade bolts at the Tractor repair place here by the pound even grade 8. I believe the max on those bolts would of been 35-40 Max but would have to see the bolt to be sure.
