Lb7 Maf Problem

Okay sorry if I'm not posting in the correct spot.
So I believe I'm having a maf problem but I'm not 100% sure why or if I am at all. From what I've read, maf reading at idle should read approximately 38 and around 400 at wot. My maf read 27 at idle and scales up to around 240 at wot. I am only able to reach about 17psi boost at wot. Obviously it would seem like I have an air problem. But I have no boost leaks(I've checked multiple times). I have a brand new 64mm super core turbo, 45over sac injectors with efi live tuning to go with it. Wastegate is set to 30psi and is functioning properly. I have tried a new maf and it reads the same. I have a spare ecm and with it installed I read the same thing. Truck is laggy at low rpms and smokes a lot when I get on it. Rail pressure commanded and actual read right next to eachother all the way up to 24k. Anybody have any clue as to where I should start looking? I've been chasing this for a long time.

The MAF tells the ECM how much air is going into the engine and then adjusts fuel accordingly. Wrong input to the ECM means your truck won't run very well. About 38 at idle is correct, 27 is too low, no information about what it should be at WOT. It could be a problem with the sensor itself or the circuit. They are reasonably expensive so I wouldn't replace it unless you are true that's the problem. I have attached some info about my 2008 model so that you can test the power and ground for the sensor. Pin 3 is the input of battery voltage and pin 2 is the low reference (ground). The signal goes out to the ECM on pin 1. Are you using an OEM sensor? Is there any particular situation where it shows the problem more than others?

Pin 1 is the response to the inputs to the sensor. I have been told by some who measured it that it was indeed 5V. If you have the correct battery voltage and low reference, your MAF should produce the correct reading on pin 1. See attachment re testing the MAF.

The air filter is clean and free of any obstruction, correct? If so, with everything else you've listed, I think you're on the right track.
