Park brake wont hold

Looking for ideas..2015 dura crew.. P/B will not hold. Have now replaced shoes, rotors, 1 backing plate, all 3 cables and the P/B pedal assembly...all gm parts. Can adjust the shoes to the point you cant spin the tire by hand...step on the P/B pedal..it will go to the floor with minor resistance, put the truck in gear and it rolls forward or backwards. Tires should be locked tight..but no matter what we do they wont.

Is cable connect to the foot pedal itself? Maybe the main cable is not correct being to long?

All the cables were replaced. The foot pedal comes with the front cable. It is working. It definitely pulls on the cable. I had 2 different dealers double check all part numbers ordered and they all agree the correct numbers are correct.

Manually pull the cable by hand and see if the EB works. If not working, it has to be behind (to the rear) where you are pulling the cable. If it works, must be in front of that point.

The cable moves when stepping on the pedal and when you pull the rear cables you can watch the levers move. We also operated with the wheels off to make sure everything is moving inside the drums. It was recommended that possibly the new park brake pedal was bad, so it was part warrantied by GM, but it did not change the problem. I have now noticed when the truck is off the ground the driver's wheel will stop spinning when the p/b is engaged, but the passenger wheel still spins. The park brake shoes are adjusted to the point you can hear them rubbing the drums. We are thinking GM has a cable issue..but are still having and issue finding out what it is!!!

We have adjusted the park brake to the point you can't move the rear wheels by hand. You get in the truck and with some resistance, you can't push the brake pedal all the way to the floor. You can still drive the truck. I don't have the exact measurement, but I would think the park brake pedal would pull the cable at least 3 inches. So, either one of the cables is wrong, or one of the cables is stretching like crazy. With how tight the park brake shoes are adjusted the park brake pedal should honestly have very little travel before it stops.

There are 3 cables and the pedal assembly.
pedal and int. cable are 84459688 25843140
rear cables are 25843148 22807377
its a 4 door with a 6"6 bed

2 different dealers verified they are the correct numbers, and I was with the one parts department today and they called GM parts division while I was there. GM is saying the numbers are correct.
