If I reroute my pcv on a 2008 LMM to the atmosphere, Will the pcv function normally as intended without the vacuum supplied by the turbo?

The PCV doesn’t require a vacuum. The crankcase is already pressurized during operation of the engine therefore it flows by itself.

yes, it will work just fine. any time the crank case is over its designed pressure it will push gas out the valve to keep the pressure in spec, no vacuum required.
