Most of those have a little lever that you rock up and twist to make it release. Not sure how that one is supposed to work

 

I’ve never seen one like that. Either it’s a lever on top or a pin you pull out from the drivers side wheel well

 

I would throw that bolt back into that center pin and try to lift it up. Usually that moves the rod and allows the balls to recess into a detent and then you can pull it out.

 

Good call. I had tried before and when posted I soaked it with wd40 and it was soaking. The middle part came now soaking some more to see if it the ball on the side will release.
